Loss or damage of the Romanian citizenship card

The loss or damage of the Romanian citizenship card must be immediately reported by the holder to the National Authority for Citizenship. In the case of Romanian citizens residing abroad, to the nearest Romanian diplomatic mission or consular office. The declaration must contain the date and the conditions under which the event occurred, as well as other information/documents proving the situation in question.

In the event of damage to the citizenship card, the application for a new card is subject to the presentation of the document or its fragments and is possible only if they contain content that makes it possible to identify the document.

The obligation to declare the loss or damage of the citizenship card can also be fulfilled when applying for a new citizenship card. The applicant must declare the circumstances of the event under his/her own responsibility.

Theft of the Romanian citizenship card

In the event of theft of the citizenship card, the holder immediately notifies the nearest police station in the country or, as the case may be, in the state where the event occurred, requesting the issuance of a certificate attesting the declaration of the event and immediately informs the National Authority for Citizenship, or, in the case of Romanian citizens residing abroad, the nearest Romanian diplomatic mission or consular office.

If you report the theft of your citizenship card to the nearest police station abroad, you must translate the police report when you apply for the new Romanian citizenship card.

Applications for the issuance of a new citizenship card submitted to Romania’s diplomatic missions or consular offices are processed only after obtaining the approval of the National Authority for Citizenship. This approval will certify that the person who has made the application or, where appropriate, on whose behalf the application was made, is entitled to the issuance of the citizenship card.

Important notes:

  • The competent authorities may issue a new citizenship card in place of the one declared lost, damaged or stolen, only if the event has been declared accordingly.
  • Citizenship cards declared lost, damaged or stolen are null and void and can no longer be used, even if they are found.
