Emergency Ordinance no. 100 of July 25, 2024 modified the Romanian Citizenship Law no. 21/1991. This urgent change was necessary considering Romania’s efforts of joining the US Visa Waiver Program: https://roimmigration.com/romanian-citizenship/
As of September 1, 2024, persons applying for Romanian citizenship will have to submit their biometric data. They will have to provide their facial image and fingerprints of the left and right index fingers.

ToggleCitizenship Card for Children
- Children 14 years and older – must submit their biometrics, facial image and left and right index fingerprints.
- Children under the age of 14 will only have their facial image taken, no fingerprints.
- If the children acquire the citizenship together with their parents, they will have their own Romanian citizenship card and they won’t take the oath of allegiance to Romania.
- If the children turn 18 during their parents’ application process and before the parents take the oath of allegiance, the children must take the oath and will have their own Romanian citizenship card,
Important note:
As of September 1, 2024, the presence of children under the age of 18 will be mandatory at file registration.
Citizenship Card fee and how to pay it
According to art. 22^1 alin. (4) of the Romanian Citizenship Law No. 21/1991, republished, with subsequent amendments and additions, the applicants who register their applications for Romanian citizenship as of September 1 must pay a fee for the citizenship card. The proof of payment is part of the citizenship file at the time of registration.
The fee for the card is 90 LEI. If the applicant has dependent children, he/she must pay a separate card fee for each children.
- For the Romanian citizenship applications registered at the National Authority for Citizenship, the applicants can pay the fee for the Romanian citizenship card by bank transfer to the account of the National Company “Imprimeria Națională” – S.A., or through the banking institutions with which the National Company “Imprimeria Națională” – S.A. has an agreement – CEC Bank: https://cetatenie.just.ro/anunt-important-card-de-cetatenie-detalii-plata/
- For the Romanian citizenship applications registered at the Romanian diplomatic missions or consular offices abroad, the applicants can pay the fee for the Romanian citizenship card by bank transfer to the account of the National Company “Imprimeria Națională” – S.A., or directly at the diplomatic mission or consular office by card or directly in cash.
